​Based in Snohomish County, Washington, Cascadia Emergency Management was established by founder Michael B. Fearnehough in 2016. He served on two regional and one national Incident Management Assistance Teams (IMAT) with the Federal Emergency Management Agency (FEMA).

 

About the Chief of Operations

Cascadia Emergency Management, LLC was established by Michael B. Fearnehough to deliver elite-tier command infrastructure, compliance auditing, and safety coordination to tribal governments, municipal entities, and large-scale special event operators. Built on over three decades of leadership in public safety, law enforcement, and high-consequence federal disaster response, Cascadia provides the authoritative strategic oversight required to navigate complex multi-agency operations.

• Federal Watch Operations & Joint Commands (GS-13): Michael served as the Senior Supervisor (GS-13), leading the FEMA Region 9 Pacific Watch Operations. In this unique capacity, he was directly embedded with the United States Coast Guard (USCG) District 14 in Honolulu, Hawaii, bridging maritime and federal emergency management frameworks across the Pacific theater. He further expanded regional intelligence networks by serving on the Board of Directors for the Hawaii State Fusion Center.

• Catastrophic Incident Command (Katrina & 2004 Hurricane Cycle): During the federal response to Hurricane Katrina in 2005, Michael held dual high-consequence command roles, serving as the Urban Search & Rescue (US&R) Unit Coordinator and subsequently as the Operations Section Chief for the Disaster Mortuary Operational Response Team (DMORT). This followed his deployment during the historic 2004 Florida hurricane season, in which he served as the Special Assistant to the Federal Coordinating Officer (FCO), directly supporting the complex, simultaneous execution of four major hurricane disaster declarations.

• Active Tribal & Municipal Integration: Michael is currently the contract Incident Coordinator for the Muckleshoot Indian Tribe Office of Emergency Management, serving as their designated Fusion Center Liaison Officer through the end of 2026. His regional emergency management leadership also includes tenure as the Operations Coordinator for the City of Seattle Office of Emergency Management, and his current governance role as a Board Fire Commissioner for South County Fire in Snohomish County, where he oversees emergency services infrastructure for more than 270,000 residents.

We do not provide direct tactical medical staffing, basic life support training, or minor first-aid field personnel—a strict operational boundary that protects our clients from unnecessary regulatory and civil liability frameworks.
